Collapse Panel in Nested Listview

I have a collapse Panel in a nested listview, I have collapsed set to true, but when the listview loads It displays the Expanded Message and Not the Collapsed Message, I click once and it changes the message, but does nothing, then works fine

Is there a reason for this?
