Bubble Chart X Axis Value

I would like to use the years as X axis value. The year could be 1991, 1992, ... 2000.

For line chart and bar chart, there's no problem to do it this way. But for bubble chart, all the bubble are shown in one vertical line because the X axis start from year 0. How can I set the X axis to start from 1990 or 1991?
