Licensing of Microsoft Ajax library for redistribution

We want to bundle the MicrosoftAjax.js file with our application to avoid potential problems where the DMZ is unavailable on customer sites, in which case reliance on CDN alone is not appropriate. Bundling also ensures that our app is using a controlled version of the file so we are not at the mercy of out of band updates.

AFAICT the Microsoft Ajax library is intended to be licensed under MS-PL, which is backed up by this document:

However, this kind of contradicts the terms of use document hosted on the Ms CDN site:

which suggests that, since the .js file doesn't explicitly reference any license agreement, and isn't marked as 'sample', then we cannot redistribute.

Googling around 'Microsoft Ajax' throws up another TOU, but unlinked to anything on CDN, and which has slightly different wording around redistribution. http://download.microsoft.com/download/2/4/A/24A7D364-82AC-42FB-8E9D-0EB68A0E376B/Microsoft_AJAX_CDN_Terms_of_Use.docx 

Can anyone at MS clarify the position here? If the intention is that MicrosoftAjax.js should be freely re-distributable, it looks like the TOU on the CDN site needs small tweak.
